Beertools vs beersmith




i've always used beertools in formulating my recipes but out of curiosity i downloaded the fee trial of beersmith. I made a sweet stout yesterday from my beertools library recipe entry. it showed an IBU of 29 using 1.5 oz of fuggles for 60 minute boil  (5.3%AA) but when i put the recipe in beersmith it estimated 17 IBU. why the big difference in the two?

recipe was for 5.5 gallons partial mash.

3/4 pd chocolate malt
1/2 pd roasted barley
1/2 pd victory
1/2 pd honey malt
1/2 pd 80L crystal
3 pd lite DME
1 pd wheat DME
1/2 pd molasses
1 pd lactose

1.5 oz fuggles  60 min 5.3AA
S-04 dry yeast

mashed the grains at 154 for 1 hr in 3 qts water.
batch sparged the grains with 2 gallons 170 degrees water.
boiled 2.5 gallons
5.5 gallon final batch size.

OG suppose to be 1.053, came out 1.049
all specs were the same in beer tools and beer smith except the IBU

were the ibu calculations set for the same formula?  There are a couple different formulas that can be used, Tinseth, Ranger etc.

 

I just plugged that into my BeerSmith 2 version & came up with 23.3 IBU. 
It was calculated with Tinseth.
I noticed that the other two offered were Rager & Garetz, but I don't know how to change the calculations.
