fill with water and drain to bowl
my answer: you don't. get an auto siphon. way easier.
Get a carboy cap:

and an inline filter:

Put the filter in the side port of the carboy cap and seal on the fermenter then blow. I like to give my receiving vessel and the racking cane a shot of CO2 with this:

This is a funny because I just finished my first brew and found the starting-the-siphon part of the manipulations one of the trickiest. I ended up using a turkey baster I bought at the dollar store but the bulb wouldn't displace enough air. So then, I took off the rubber bulb and basically used the "eye dropper" portion as a mouth pipette. I sanitized the eye-dropper piece, placed the tapered end into the tubing, and sucked. As soon as I had a mouthful of beer, I took the baster out of the tubing and proceeded with my siphon. It certainly wasn't the most elegant technique but it worked and my beer wasn't contaminted and it only cost $1.09 with tax.
Check out YouTube. It has lots of videos for how to start the siphon without losing your sanitation.
That's what I did because I knew if I asked my friends they wouldn't be able to resist every "sucking" joke imaginable. Even though they homebrew and know how important it is to keep the equipment sanitized....boys will be boys I guess!

I go with the autosiphon but if I didn't have one I'd use the way brewchez suggested.
